Require the President to refuse to restore broad permission for family money sent to Cuba unless the Cuban government lets small businesses operate freely — able to hire workers, pay wages, buy needed supplies, and have the authority they need. If broad permission is restored, any remittance for those small businesses over $500 must have a special license. Require the President to refuse to restore broad permission for travel to Cuba by U.S. residents who are family of people living in Cuba unless the Cuban government stops punishing refugees who leave, frees political prisoners, recognizes the right to form associations, and grants other basic freedoms.
