Defines key words used in the chapter. An "agency of the United States Government" covers agencies in the executive branch, agencies of Congress, and courts. An "agency head" is the leader of the agency, the court’s chief judge, the Senate’s President pro tempore (working with the Senate Majority and Minority Leaders), or the House Speaker (working with the House Majority and Minority Leaders). "Center" means the Mansfield Center for Pacific Affairs. A "detailee" is a government employee sent to work at the Center on loan or temporary assignment while keeping their original job.
