Congress says the United States must promote the right to hold and share opinions and information worldwide, including seeking, receiving, and sharing information by any media across borders, as in Article 19 of the Universal Declaration of Human Rights. Open information helps international peace and stability, so the U.S. should support broadcasting to other countries. Keeping current broadcasts and starting a new service for the People’s Republic of China and other Asian countries with limited free information will help. Reorganizing broadcasting will save money and strengthen support for freedom and democracy.
