The Commission must regularly review reports and other information about violations of religious freedom and give policy recommendations to the President, the Secretary of State, and Congress. It must suggest responses for countries that violate or tolerate such abuses—options range from diplomatic protests and public condemnation to delaying or canceling exchanges or visits, cutting or ending aid, imposing targeted or broad trade sanctions, or even withdrawing the chief of mission. For countries that show real improvement, the Commission must recommend positive steps like private or public praise, praise in international forums, more cultural or scientific exchanges, easing or ending previous actions, more aid, or invitations for official visits. The Commission must also say how each recommended action might affect the religious communities and people in the country. It must keep monitoring abuses with independent groups and religious communities, make recommendations to the right U.S. officials, track whether its recommendations are followed, and review how well they worked.
