Summary

The Secretary of Commerce, with the Secretary of State’s agreement and after talking with relevant officials (including the Assistant Secretary for Democracy, Human Rights and Labor and the Ambassador-at-Large), must add police or crime-control items to the export-control list when those items are being sent to countries flagged for religious freedom concerns and are being used, or meant to be used, to commit especially serious violations of religious freedom. Once an item is placed on that list, no export license may be issued to send or resend it to those countries.
