Congress urges U.S. colleges and universities that run campuses or programs in other countries, especially those named in the Annual Report for serious religious‑freedom abuses, to adopt a voluntary code of conduct. The code should protect students’ and staff’s right to practice religion peacefully, make sure religion doesn’t affect hiring or enrollment, and try to protect academic freedom and the human rights in the U.N. Declaration when working with foreign governments.
