Sets the official meanings of words used in the chapter. ACDA is the United States Arms Control and Disarmament Agency. AID is the United States Agency for International Development. IDCA is the United States International Development Cooperation Agency. USIA is the United States Information Agency. "Agency" or "Federal agency" refers to an Executive agency as defined in section 105 of title 5. "Appropriate congressional committees" are the House Committees on International Relations and Appropriations and the Senate Committees on Foreign Relations and Appropriations. "Covered agency" means ACDA, USIA, IDCA, and AID. "Department" is the Department of State and "Secretary" is the Secretary of State. "Function" covers duties, powers, activities, and programs. "Office" covers any office or organizational unit.
