Title 22 › CHAPTER 74 — FOREIGN AFFAIRS AGENCIES CONSOLIDATION › SUBCHAPTER III — UNITED STATES INFORMATION AGENCY › Part B — International Broadcasting › § 6543
Keep all existing orders, permits, rules, contracts, licenses, grants, and other official actions that were issued or final the day before the effective date and that are in effect when the new rules start. They must keep working the same way until a proper official, a court, or the law changes them. Any hearings, rulemakings, license or grant applications, appeals, and payments that were pending when the new rules start must continue and be handled as if the new rules had not been made. Lawsuits or other legal actions involving the Board or its officers must not stop because of the change. If USIA or the Board was a party in a case before the effective date, the Board or the correct Board official must be put in the case instead, and the Board will be responsible for any judgments the same as USIA would have been on the day before abolition. When other laws, orders, or documents refer to the old agency for functions it used to do, those references must be read as referring to the Board.
