By March 1 each year, the Broadcasting Board of Governors must send the appropriate congressional committees a report on progress by the Board and RFE/RL, Incorporated in carrying out the policy in section 6211(a). The report must cover efforts to end individual language services, a detailed list of steps taken under section 6211(a), and an analysis of privatization prospects for the coming year. The report must also assess whether U.S. government funding may be needed in 2000 and later for surrogate broadcasting to the countries RFE/RL served that year. That assessment must look at the media environment in those countries, including government control, the ability of independent journalists to work, relevant laws, government harassment and censorship, and other signs of freedom of expression.
