If a law, plan, executive order, rule, agreement, decision, or other official record mentions the Director of the United States Information Agency or the International Communication Agency, it must be read as referring to the Secretary of State, and any mention of the United States Information Agency, USIA, or the International Communication Agency must be read as the Department of State. That rule does not apply to sections 4069a(f), 4069b(g), or 4069c(f) of this title.
