Money that was assigned to the Director under section 1–801 of Executive Order No. 12163 on October 1, 1997 must be given to the Secretary of State on the effective date of this subchapter, and no extra presidential action is needed. The Secretary may move or use those funds the same way allowed by section 1–802 of that Order as of October 1, 1997. All duties the Director had for the Overseas Private Investment Corporation transfer to the Administrator of the Agency for International Development the day before the effective date. Any powers moved to the Agency or its Director by section 6 of Reorganization Plan Numbered 2 of 1979, if not repealed, are transferred to the agencies or agency heads that held them by law the day before that plan took effect.
