Under the President’s direction, the Secretary of State must coordinate all U.S. foreign assistance. The Secretary does not take over export-promotion work (that stays with the Commerce Secretary) or U.S. work in international financial institutions and big currency or debt programs (that stays with the Treasury). The Secretary’s authority adds to other powers in law, including sections 101(b) and 622(c) of the Foreign Assistance Act of 1961. The Secretary must approve an overall aid strategy, make sure U.S. agencies follow the same policies, work with other countries and international groups, and settle disputes about policy, programs, or funding. Agencies still remain responsible for the money they manage. The USAID Administrator may send staff to the State Department without charge to help.
