The United States National Authority must make rules so that anyone in the U.S. who produces, processes, uses, exports, or imports a chemical covered by the Convention keeps records and lets officials see them. Those people must also give the Director the reports the Authority reasonably needs to give the Organization, under subparagraph 1(a) of the Annex on Confidentiality of the Convention, with the minimum information needed for the Organization to do its work quickly and efficiently. The Director must make these rules quickly. The government should not ask for reports that are unnecessary or that repeat other required reports. Heads of federal agencies must coordinate to avoid duplicate reporting. "Federal agency" means the term "agency" as defined in section 551(1) of title 5.
