Anyone who is searched under this chapter can file a civil lawsuit to say a part of the chapter violates the Constitution. During the full calendar year of, and the two full calendar years following October 21, 1998, those cases must be handled before other civil cases, except cases about whether someone is lawfully confined or the conditions of confinement. Any appeal from a final district court order in such a case during that time must be heard quickly by the full Court of Appeals sitting en banc (with all its judges).
