The Treasury Secretary must try to make an agreement with the World Bank, working with the head of USAID, other U.S. agencies, World Bank members, and other interested parties, to create a World Bank AIDS Trust Fund and an advisory board. The Fund is meant to use donated money to help prevent and treat HIV/AIDS and to support health care and primary and secondary schooling for children orphaned by the epidemic. A Board of Trustees made up of representatives of donating countries will run the Fund. Board members should know public health, disease tracking, health care systems, and development. The United States will have one board member appointed by the President with Senate approval. That U.S. seat begins when the Treasury Secretary certifies the agreement to Congress and ends when the Trust Fund ends.
