Provides money for broadcasting equipment and operations. It gives $65,000,000 for fiscal year 2003 for capital improvements at the Department of State and the Broadcasting Board of Governors. It also provides $34,000,000 for each of fiscal years 2001, 2002, and 2003 for international broadcasting. That money must be used to do three things: hire more staff in the program development office to boost marketing and programming in the People’s Republic of China and neighboring countries; expand Radio Free Asia’s news research, production, call-in shows, and web/Internet presence for the People’s Republic of China and neighboring countries; and strengthen Voice of America by opening news bureaus in Taipei and Shanghai, improving Mandarin TV, and increasing stringer presence abroad.
