The President must send to the right congressional committees, within 6 months after August 2, 2002, a report for each military alliance the United States is in. The report must say how likely U.S. service members could be put under the command or control of foreign military officers who are citizens of countries that are members of the International Criminal Court, and how much that could increase risks to those U.S. service members. Within 1 year after August 2, 2002, the President must send a description of changes to alliance command or control arrangements that could lower the risks found above. The report and the list of changes, or parts of them, can be sent in classified form.
