Provide U.S. assistance to Afghanistan for nine main goals that aim to make the country safer, help people in need, and rebuild institutions. The goals include lowering attacks on U.S. and allied forces and stopping Afghanistan from becoming a base for international terrorism; helping with the humanitarian crisis and Afghan refugees; fighting illegal drug production and controlling chemicals and poppy farming; supporting an inclusive, multiethnic government chosen by Afghans that respects human rights and women’s rights and funding recovery that focuses on women’s and children’s education, health, and basic needs; building Afghan government capacity to run projects; involving civil society in government formation; rebuilding jobs, mine clearance, farming, health care, and schools; funding the Ministry for Women’s Affairs for legal help, education, job training, and women’s health; and promoting a diverse society that protects religious freedom.
