Title 22 › Chapter 82— AFGHANISTAN FREEDOM SUPPORT › Subchapter I— ECONOMIC AND DEMOCRATIC DEVELOPMENT ASSISTANCE FOR AFGHANISTAN › § 7516
Use the same federal administrative rules that govern U.S. economic aid under the Foreign Assistance Act, unless those rules conflict with this part. The President must try to hire and use Afghan‑Americans who have the right skills, and should encourage their participation when awarding contracts and grants. The President should also try to get U.S. businesses to donate excess or old manufacturing equipment and use research and technical help from U.S. colleges and universities, especially for farming and rural projects. Up to 7 percent of the money for this aid can pay federal agencies’ administrative costs. The Comptroller General will watch the aid programs. The USAID Inspector General will do audits and inspections of how the money is spent. As much as possible, aid should be given directly to the Government of Afghanistan, including its ministries.
