§7555 Formulation of Long-term Strategy for Afghanistan

Summary

The President must create a five-year plan for Afghanistan no later than 180 days after December 17, 2004, and send it to the Committee on Foreign Relations of the Senate, the Committee on International Relations of the House of Representatives, the Committee on Appropriations of the Senate, and the Committee on Appropriations of the House of Representatives. The plan must set clear, measurable goals for long-term development and security and cover many areas, including agriculture, democratic and parliamentary development, the courts and rule of law, human rights, education, health, telecom and power, women’s rights, counternarcotics, police and border security, anti-corruption and other law-enforcement activities, and must show estimated costs and time frames. Each year through 2010, the President must send those same four committees a report describing progress on the plan and any changes since the last report.
