The President must work with the Secretary of Defense to create and update plans to speed up building up the Afghan National Security Forces so that the Afghan government can take the lead for security everywhere in Afghanistan, keep those areas safe, and keep its forces running, consistent with the Framework for Inteqal. The plans must also aim to help the United States disrupt and defeat al-Qaeda and its extremist allies and stop them from gaining safe havens, and to allow the U.S. to move to a long-term partnership with Afghanistan under the Declaration by NATO and the Government of the Islamic Republic of Afghanistan on an Enduring Partnership issued at Lisbon on November 20, 2010. The President must also set and update clear benchmarks to measure progress toward those goals. The latest benchmarks must be included in each report to Congress on security and stability in Afghanistan required under sections 1230 and 1231 of the National Defense Authorization Act for Fiscal Year 2008 (Public Law 110–181; 122 Stat. 385, 390).
