Within 90 days after May 27, 2003, the President must name the money and staff needed from funds under section 7671 for HIV/AIDS help. Those resources must be placed under the direct control of the U.S. Coordinator for global HIV/AIDS activities so the Coordinator can carry out the jobs in this law. A separate Treasury account will hold the HIV/AIDS assistance money from section 7671, except U.S. payments to the Global Fund, and the Coordinator will manage that account. Congress also says each big country program should have a full-time country coordinator (ideally with management experience), foreign service national staff should be respected and fairly paid, and country teams should keep enough staff to do their work.
