Congress says the United States must make supporting partnerships between government and private groups a top priority in fighting HIV/AIDS and other global health problems. These partnerships — with foundations, universities, companies, faith and community groups, and other nongovernmental organizations — have grown, especially in health. They help deliver health services and speed research for vaccines and medicines by combining money, knowledge, and skills that neither side could provide alone. Congress also says the U.S. should track how these partnerships change and work with public and private partners to promote and expand the models that work best.
