The U.S. government must use authorized funds to strengthen health systems and policies in other countries for fighting HIV/AIDS, tuberculosis, and malaria. It must also support training and building the health workforce. The work is meant to help partner countries better use donor money, boost and make smarter national spending on health and education, improve disease plans, deliver proven services well, and remove barriers that keep people from getting full benefit from services. The Treasury Secretary, through the Office of Technical Assistance and under section 2151aa, may provide advisors to finance, health, and other ministries to improve public finance management so countries can receive and run disease programs. Such sums as may be necessary for each of the fiscal years 2009 through 2013 are authorized for this. The Global AIDS Coordinator and USAID must make and carry out a plan under USAID’s “Health Systems 2020” to build human and institutional capacity. The plan must include a strategy for postsecondary schools in partner countries, especially in Africa, to work with U.S. colleges and universities, including historically Black colleges and universities, to help sustain the fight against these diseases.
