Congress allows $4,000,000,000 to be provided to the President, drawn from amounts allowed under section 7671 of this title, for the five-year period starting October 1, 2008, to carry out section 104B of the Foreign Assistance Act of 1961. Money made available under this allowance can be used until it is fully spent. Any unused balances from fiscal years 2001, 2002, or 2003 that were under section 104(c)(7) (as it was before May 27, 2003) must be moved and combined with the funds for fiscal years 2009 through 2013 and used for the same purposes.
