The President must send a report to the appropriate congressional committees no later than 15 months after May 27, 2003. The report must describe what federal agencies are doing to treat people in other countries who have HIV or AIDS. The report must cover six main areas, including treatment of infections that happen with AIDS; use of antiretroviral drugs; research on what treatment plans work in poorer countries; training local health workers to give drugs, handle side effects, and monitor patients; plans to keep drug supplies working and deal with drug resistance; and efforts to stop fake or black‑market drugs. It must also describe existing pilot projects (why a group was chosen, how many treated, cost, safety checks, and plans to expand with timelines and needed resources) and explain how the treatment work connects to preventing HIV spread.
