Not later than 180 days after May 27, 2003, the HHS Secretary, with other agencies, must report to Congress with evidence and an estimate of illegal diversion into the U.S. of prescription drugs for humanitarian aid; recommendations to strengthen U.S. enforcement and monitoring; and guidance and technical help for developing countries to prevent diversion.
