Congress urges the U.S. to quickly expand antiretroviral treatment through its aid programs so that by the end of fiscal years 2004, 2005, and 2006 at least 500,000; 1,000,000; and 2,000,000 people with HIV/AIDS receive treatment. Ten percent of appropriated HIV/AIDS aid should go to orphans and vulnerable children.
