Title 22 › Chapter 84— MILLENNIUM CHALLENGE › § 7707
The Chief Executive Officer must, at least 90 days before the Board names eligible countries for the year, make and send a report to the appropriate congressional committees listing all candidate countries and any country that would be a candidate if it met the condition in section 7705(a)(2). The CEO must also publish that list in the Federal Register. At least 60 days before the Board’s decision, the CEO must send and publish a report that lists the criteria and methods from section 7706(a) and (b) that will be used to judge each candidate. The CEO may hold one or more public hearings on those rules. For 30 days after that publication, the CEO must accept public comments and consider them before the Board decides. The CEO must also consult with the appropriate congressional committees about how the candidates meet the criteria. Within 5 days after the Board names the eligible countries, the CEO must send and publish a report listing all eligible countries, show which ones the Board plans to seek Compacts with under section 7708, and explain why those choices were made.
