Title 22 › Chapter 84— MILLENNIUM CHALLENGE › § 7715
The Board, through its CEO, can give help to certain candidate countries so they can become eligible countries. A candidate country is one that meets the tests in section 7705(a) and shows a strong commitment to meet the rules in section 7706(b) but still does not meet those rules (including because data are missing or unreliable). Help may be given through the United States Agency for International Development (USAID). No more than 10 percent of the money available to carry out this chapter in a fiscal year may be used for this help. Also, money cannot be used for a country that does not qualify as a candidate country under section 7705 for the same fiscal year.
