The President can give grants to private, nonprofit groups to support programs that help human rights, democracy, the rule of law, and a market economy in North Korea. These grants can also fund educational and cultural exchanges with North Koreans when other laws do not forbid them. The President can fund research into North Korea’s human rights abuses, including who in the political and military chains of command ordered and carried out widespread abuses at prison camps and detention sites where political prisoners are held. Congress authorized $2,000,000 for each fiscal year 2005–2008 and $2,000,000 for each fiscal year 2009–2022 to carry out these activities. Those funds may remain available until spent.
