Within 180 days after October 18, 2004, and every year after that through 2022, the USAID Administrator, with the Secretary of State, must send a report to the appropriate congressional committees. The report must list all U.S.-funded humanitarian help inside North Korea and to North Koreans outside the country. It must say any changes in openness, monitoring, and access for aid inside North Korea during the past year, including progress on the conditions in section 7832(b)(1), subparagraphs (A) through (D). The report must also describe steps the U.S. and its grantees, including the World Food Program, took in the past year to improve openness, monitoring, and access, and must include a needs assessment to guide how aid is given. The list of activities may be submitted in classified form if needed.
