The President may give help to groups or people who provide humanitarian aid to North Koreans living outside North Korea without the North Korean government's permission. That help can be used for refugees, defectors, migrants, and orphans — including support for camps or temporary settlements — and for North Korean women abroad who are victims of trafficking or are at risk of being trafficked (trafficking as legally defined). Up to $5,000,000 is authorized for each fiscal year 2018 through 2022 to carry out this help. Money appropriated for this purpose may stay available until it is all spent.
