Title 22 › Chapter 86— CLIMATE CHANGE TECHNOLOGY DEPLOYMENT IN DEVELOPING COUNTRIES › § 7902
The Secretary of State must lead efforts to make reducing greenhouse gas intensity part of U.S. foreign policy for developing countries. Within 180 days after August 8, 2005, the Secretary must send Congress a report naming the 25 developing countries that emit the most greenhouse gases. For each country the report must give estimates of energy use and types, greenhouse gas intensity in energy, manufacturing, agriculture, and transportation, and short descriptions of project progress, project potential, obstacles, and USAID lessons from pilot projects. The Secretary must send an update no later than 18 months after the first report, use the first report to set baselines, and use updates and other information to track progress. Working with the USAID Administrator, the Secretary must provide help to those countries—directly or through the World Bank, IMF, the U.S. International Development Finance Corporation, and other development groups—to fund and speed projects that lower greenhouse gas intensity. Help should boost bilateral funding, increase private investment, and speed technology use, while focusing on rule of law, property rights, contract protection, economic freedom, and on building capacity, infrastructure, and training. Priority goes to projects in the 25 named countries.
