Title 22 › Chapter 86— CLIMATE CHANGE TECHNOLOGY DEPLOYMENT IN DEVELOPING COUNTRIES › § 7906
The Secretary of State, with help from the Secretary of Energy and the USAID Administrator, must promote technologies and practices that cut greenhouse gas intensity in developing countries. They must plan, coordinate, or support demonstration projects in at least 10 eligible countries. A country is eligible if it shows commitment to just governance (rule of law, human and civil rights, private property rights, and fighting corruption) and to economic freedom (open trade and investment, private-sector growth, sustainable resource use, and stronger market forces). Projects can include coal-based clean energy, carbon capture, cogeneration, renewable energy, and cleaner transportation.
