Do not let the IAEA do wide-area environmental sampling at a named U.S. site under Article 9 unless the President tells the appropriate congressional committees that (1) the sampling is needed to help the IAEA detect undeclared nuclear activity in the territory of a non-nuclear-weapon State Party; (2) the sampling will not give the IAEA access to locations, activities, or information of direct national security significance; and (3) the United States either had a chance to consult if the IAEA requested such access or the United States itself requested the access under Article 8.
