The President must report to the proper congressional committees before the IAEA can do location-specific environmental sampling in the United States under Article 5 of the Additional Protocol. The President must say the sampling is needed to help detect undeclared nuclear activity in a non-nuclear-weapon State Party, will not expose places, activities, or information of direct national security importance, and that the United States either had the chance to consult if the IAEA requested the access or asked the IAEA for the access itself under Article 8.
