Defines key words used in this subchapter. "Allow" means a country’s government knows or should know its land is being used to redirect goods, services, or technology. "Appropriate congressional committees" are the Senate committees on Banking, Housing, and Urban Affairs; Foreign Relations; and the Select Committee on Intelligence, and the House Committees on Foreign Affairs and the Permanent Select Committee on Intelligence. "Commerce Control List" is the list kept under part 774 of the Export Administration Regulations. "Divert" or "diversion" means sending a good, service, or technology to someone who is not an allowed recipient. "End-user" is the person who finally uses the item. "Export Administration Regulations" refers to the rules in subchapter C of chapter VII of title 15 of the Code of Federal Regulations. "Government" includes any agency or part of a government. "Intermediary" is someone who holds an item while it is being shipped to the end-user. "International Traffic in Arms Regulations" refers to subchapter M of chapter I of title 22 of the Code of Federal Regulations. "Iran" includes the Government of Iran and its agencies. "Iranian end-user" and "Iranian intermediary" mean an end-user or intermediary that is the Government of Iran, a person in Iran, or an Iranian agency. "State sponsor of terrorism" means a country the Secretary of State has named under section 4605(j)(1)(A) of title 50, section 2780(d) of this title, or section 2371(a) of this title. "United States Munitions List" is the list kept under part 121 of the International Traffic in Arms Regulations.
