Title 22 › CHAPTER 93 — UNITED STATES-ISRAEL COOPERATION › § 8607
The United States will fund and coordinate several joint programs with Israel in health, energy, transport, space, and water research. Up to $4,000,000 is authorized for 2021–2023 for a U.S.-Israel program to develop health technologies (like drugs, vaccines, ventilators, tests, and telemedicine) with a focus on COVID-19 and personalized medicine. Israel must match those funds. Money can support an existing program or a new one set up under the 2008 science-and-technology agreement. Any grant-funded research must have its publications and results posted on the Department of Health and Human Services website. The President may name a State Department official to coordinate U.S.-Israel research and development with the Israel Innovation Authority. The FDA is asked to study opening an office in Israel and must report within one year after January 1, 2021 to the relevant Senate and House committees on the benefits. The Department of Energy may get $4,000,000 for 2021 for the U.S.-Israel Energy Center, and Congress recommends at least $2,000,000 yearly for certain Israel-related energy grants. Other items require an annual DOT- Israel transport dialogue, continued NASA cooperation on peaceful space projects with protections for sensitive information, a one-year OSTP report on desalination R&D cooperation, and VA exploration of PTSD research ties with Israeli experts.
