Congress asks the President to step up diplomatic work at the United Nations and with U.S. allies to broaden international penalties on Iran. That includes pushing for U.N. rules to ban visas for Iranian officials tied to human rights abuse, nuclear or missile work, or support for terrorist groups; to require countries to bar Iran Shipping Lines from ports and Iran Air cargo flights from airports and to apply those bans to other Iranian entities designated after August 10, 2012; to widen sanctions by allies; to limit Iran’s oil development and imports; to increase oil output in other countries and help buyers stop relying on Iranian oil; and to cut off Iran’s petrochemical export income. Within 180 days after August 10, 2012, and every 180 days after, the President must report to Congress on progress. The report must name countries that agreed to or refused sanctions, how well those measures are enforced, the rules used to judge if a country significantly cut crude oil purchases under section 8513a(d)(4)(D) as amended by section 504 (including volume and price), any exceptions granted, recommendations for further U.S. actions, and the outcome of any World Trade Organization decisions about Iran sanctions.
