Makes unused money from the Economic Support Fund available to pay the government's costs for loan guarantees for Ukraine. The money comes from the unobligated balance under "Funds Appropriated to the President" in Title III of the Department of State, Foreign Operations, and Related Programs Appropriations Act, 2014 (division K of Public Law 113–76) [128 Stat. 479], and from similar earlier appropriations acts, except amounts set aside under section 901(b)(2)(A) of title 2. "Costs" has the meaning given in section 661a of title 2. Those amounts must not be treated as "assistance" for the purposes of any law that limits assistance to Ukraine.
