Title 22 › Chapter 96— SOVEREIGNTY, INTEGRITY, DEMOCRACY, AND ECONOMIC STABILITY OF UKRAINE › § 8908
The President must impose sanctions on Russian government officials, their close associates or family, and anyone who helps them, if the President finds they are responsible for or took part in major corruption on or after August 2, 2017. The main actions are freezing or blocking all property and transactions in the United States or under the control of U.S. persons using powers under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.), and denying or revoking visas and keeping such aliens out of the United States (including revocation under section 1201(i) of title 8). People who break the property rules face the penalties in 50 U.S.C. 1705. The blocking power does not include banning imports of goods (the term “good” has the meaning in section 4618 of title 50). Visas may still be allowed if needed to meet the U.S. obligations under the United Nations Headquarters Agreement (signed June 26, 1947; in force November 21, 1947) or other international duties. The President may waive or end these sanctions in certain cases. A waiver can be used if it is needed for U.S. national security, but the President must send notice and a justification to certain congressional committees before the waiver starts. Sanctions can be ended if the person stops the bad activity and gives reliable assurances they will not do it again, with notice to Congress. An initial waiver is allowed only if the President submits a written finding that it is either vital to national security or will help enforce this law, and certifies that Russia is taking steps to implement the Minsk Agreement (February 11, 2015) and the Minsk Protocol (September 5, 2014). The President must also issue any rules, licenses, or orders needed to carry out these measures.
