Defines key words used in the chapter. The words "account", "correspondent account", and "payable-through account" mean what 31 U.S.C. 5318A says. "Appropriate congressional committees" means the Senate Committees on Foreign Relations and on Banking, Housing, and Urban Affairs, and the House Committees on Foreign Affairs and on Financial Services. "Defense article", "defense service", and "training" mean what section 2794 of this title says. "Financial institution" means the types listed in subparagraphs (A), (B), (C), (D), (E), (F), (G), (H), (I), (J), (M), or (Z) of 31 U.S.C. 5312(a)(2). "Foreign financial institution" means what 31 C.F.R. 561.308 (or a similar rule) says. "Foreign person" means anyone not a U.S. citizen, not a lawful permanent resident, and not organized under U.S. law. "Knowingly" means a person actually knows, or should have known. "Russian person" means a Russian citizen or national, or an entity organized under Russian law. "Special Russian crude oil project" means a project to extract crude oil from the Russian exclusive economic zone in waters more than 500 feet deep, from Russian Arctic offshore locations, or from shale formations in Russia.
