Title 22 › Chapter 96A— UKRAINE FREEDOM SUPPORT › § 8925
The President may provide weapons, equipment, training, and services to the government of Ukraine so it can counter offensive weapons and restore control of its territory. That help can include things like anti-tank and anti-armor weapons, crew weapons and ammunition, radars to find and target enemy artillery, targeting and guidance gear, tactical surveillance drones, and secure command and communications equipment, all under U.S. export and foreign assistance laws. Within 60 days after December 18, 2014, the President must send a report listing what will be provided and when to the Senate Committees on Foreign Relations, Appropriations, and Armed Services and to the House Committees on Foreign Affairs, Appropriations, and Armed Services. Congress authorized $100,000,000 for fiscal year 2015, $125,000,000 for fiscal year 2016, and $125,000,000 for fiscal year 2017, with those funds available through the end of fiscal year 2018. The money can be used to buy the items and services from the U.S. government or other suitable sources. Congress also expresses that Ukraine should take steps to protect civilians.
