Defines key words used in this chapter. "Applicant" is a person who files, under the Convention, with the United States Central Authority or another party's Central Authority to ask for a child's return or for arranging access; "Convention" means the Convention on the Civil Aspects of International Child Abduction, done at The Hague on October 25, 1980; "Parent Locator Service" is the service set up by the Secretary of Health and Human Services under section 653 of title 42; "Petitioner" is someone who files a court petition under this chapter; "Person" includes individuals, institutions, and other legal entities; "Respondent" is a person the petition is filed against; "Rights of access" means visitation rights; "State" means any of the several States, the District of Columbia, and any commonwealth, territory, or possession of the United States; and "United States Central Authority" is the federal agency the President named under section 9006(a) of this title.
