The Secretary of State must, if money is available, provide or arrange training for judges and administrative officials on how to handle parental abduction cases. The training is for countries with many unresolved abductions or those listed under section 9122(b) for repeated noncompliance. Within 180 days after August 8, 2014, the President must send a plan to four Congressional committees (Senate Foreign Relations; House Foreign Affairs; Senate Appropriations; House Appropriations). Up to $1,000,000 is authorized for each of fiscal years 2015 and 2016 to pay for the training, and those funds must be used under this section’s rules.
