The President can pause certain sanctions on North Korea for up to 1 year if he certifies to the relevant congressional committees that North Korea has made progress on six things: stopping counterfeiting U.S. money (including surrendering special equipment), improving financial transparency to stop money laundering, verifying compliance with U.N. resolutions, accounting for and returning unlawfully held foreign citizens (including 1953 armistice cases), following international standards for humanitarian aid, and improving political prison camp conditions. The pause covers sanctions under subchapters I–III except sections 9214(g), 9221b, and 9221c, and it can be renewed in consecutive 180-day periods if the President certifies continued compliance during the previous year.
