The President may create rules and regulations needed to carry out this chapter, including regulatory exceptions, and may act under section 205 of the International Emergency Economic Powers Act (50 U.S.C. 1704) to do so. Nothing in this chapter or in any amendment made by this Act limits the President’s power to designate or impose sanctions on persons under an applicable Executive order or under the International Emergency Economic Powers Act (50 U.S.C. 1701 et seq.).
