Title 22 › Chapter 100— GLOBAL FOOD SECURITY › § 9305
The President can use parts of the Foreign Assistance Act to prevent or deal with food shortages, even if other laws might limit action. Congress may provide $1,200,000,000 each year for fiscal years 2024 through 2028 to the Secretary of State and to the head of USAID to carry out the parts of the Global Food Security Strategy that apply to each agency. These funds should be focused on target countries. The President must also work to make sure the aid is tracked and evaluated under a strong accountability system, and require annual reports to Congress and to the public on progress and impact.
