Title 22 › Chapter 100— GLOBAL FOOD SECURITY › § 9307
The President must send Congress a yearly report for each fiscal year through 2028 that explains how the Global Food Security Strategy was carried out in the past year. The report must include a summary of the strategy and list any big changes made, why they were made, and which countries are targeted. It must say what was done and what progress was made, show the main numbers and targets used at global, country, and local levels, and give yearly results for those measures. Results should be broken down by age, gender, and disability when possible. The report must also explain how countries can move from aid to self-reliance, how monitoring and evaluation shaped programs and budgets, and give a clear accounting of spending by each federal agency (where money came from, how much was spent in target countries, any spending outside them, partners, and who benefited). It must cover coordination with other programs, private investment, research priorities, legal or regulatory problems, a gender analysis with specific indicators, plans for updating lessons and partnerships, and, in the final year of each strategy under section 9304, country graduation reports to decide if a country should stay a target. Within 120 days after the President sends the federal budget to Congress, the Director of the Office of Management and Budget must send Congress a budget crosscut that shows proposed funding for each main agency doing global food security work, any interagency transfers, prior spending (to the extent available) for the last five years, current-year obligations, and a breakdown of proposed funding by agency and by type (for example, research or resiliency). All of the information from both reports must be posted on the USAID website in a timely way in an open, machine-readable format.
